Upon arrival in Canada in 1982, Salvadorian journalist Victor Regalado was treated as a security threat by the Canadian government and its secret police. He has never been convicted of anything, and still does not know what reasons or evidence led to the accusations against him.
Some 14 years after he arrived in Canada, the government suddenly normalized the situation without explanation. Now a Canadian citizen, Regalado is taking legal steps to obtain a copy of his secret file. This documentary follows the slow process, while also exploring Regalado’s past in El Salvador and Québec.
